The City of Belgrade has announced a tender for the security of its City Administration facilities, with an estimated value of over 1.27 million euros (150 million dinars) excluding VAT.
The City Secretariat for General Affairs has issued a procurement notice for physical and technical security services, as well as fire protection for the city’s buildings. The framework agreement to be signed will last for six months.
The physical and technical security service includes 60,000 hours of work during weekdays, 20,000 hours of night shifts during the workweek, and 10,000 hours on weekends during the day, or 6,000 hours at night. This applies to 14 buildings within the City Administration. As for fire protection, a total of 84,000 hours are needed: 45,000 hours during weekdays, 25,000 hours during the workweek at night, 8,000 hours during weekends in the day, and 6,000 hours on weekends at night.
The physical and technical security services involve various tasks, including ensuring the safety of the facilities, property, and employees, as well as visitors. Security personnel will be responsible for controlling access to City Administration buildings, keeping records of individuals entering or leaving the premises, and checking their identities. Additionally, security will be required to handle unauthorized individuals, provide warnings for safety concerns, and detain individuals who commit criminal offenses or severe violations until the police arrive.
Furthermore, the security team will provide first aid if necessary, monitor video surveillance systems, and maintain confidentiality regarding any information obtained during their duties related to the City Administration’s operations.
All personnel involved must have a clean criminal record, be trained in fire safety procedures, pass a basic training exam in environmental protection, and hold a security officer license, with or without the use of weapons.
The fire protection service will involve regular building inspections, ensuring the functionality of firefighting equipment, detecting fire risks, and responding to any emergencies or alerts from the building’s fire protection systems.
The security services will cover 14 City Administration buildings, as well as other locations with similar employee structures and working hours.
The deadline for submitting tenders is April 25.
Previously, the security contract for the City Administration was awarded on October 15 of last year to a consortium consisting of T&M Group Solutions, Sparta Security, and Atlas Security. The contract value was also 150 million dinars excluding VAT, which matches the current estimated procurement value. The same companies were awarded the contract at the beginning of 2024.
