Belgrade awards major public transport contract to Strela-Lasta consortium amidst ongoing privatization

The consortium of Strela Obrenovac, Strela Ub, Lastra and Lasta, whose contract with the City of Belgrade was recently terminated, has been re-awarded the public transport service contract, eKapija and Beta report.

The consortium will operate city transport in the Surčin municipality (route 600) and suburban/local lines under a 10-year public-private partnership worth approximately 125.89 billion dinars (over 1 billion euros).

The contract divides work as follows: Lastra 10.11%, Lasta 38.5%, Strela Ub 8.86%, and Strela Obrenovac 42.53%.

The transport network includes 12 city lines in Surčin and 304 suburban/local lines. A total of 373 buses are required, including 76 for city route 600 (solo and articulated), with 7 in reserve, and 297 for suburban/local routes (minibuses, solo, articulated), plus 27 reserve vehicles.

At least 170 buses must be “tender new” (manufactured in 2023 or later), with 68 hybrid or electric vehicles. Buses must meet Euro 6 emissions standards and include video surveillance, passenger counting, informative displays, and free Wi-Fi.

The contract obliges the private partner to acquire additional spare buses within six months of signing.

Earlier in March, Belgrade councilors approved terminating the previous contract with this consortium.

Separately, Strela Obrenovac has announced intentions to acquire the remaining 83.2% shares of Lasta Transport, holding already 16.8%. The takeover offer was deemed adequate by Lasta’s supervisory board.

Lastra from Lazarevac is also being fully privatized, with Strela Obrenovac owning 77.16% of it. The remaining 22.84% shares, owned by the Republic Fund for Pension and Disability Insurance, the state, and the National Employment Service, were put up for sale in April. Results of the sale are pending.
