The Agency for Spatial Planning and Urbanism has announced a public inspection of the Draft Amendments to the Spatial Plan for the Special Purpose Area of the Belgrade Waterfront project, covering 344.68 hectares along the Sava River. The plan spans both banks of the river, including parts of the Savski Venac and Čukarica municipalities on the right bank, and the New Belgrade riverside area between Ada Bridge and Mihajlo Pupin Boulevard on the left bank.
Key elements include the planned conversion of several buildings such as the Railway Station, Milan Vapa paper factory, Hall 1 of the Belgrade Fair, and the Savamala cultural-artistic district. New cultural facilities will be constructed, including the Belgrade Cooperative Cultural Center, KC Grad, and the Creative Center, alongside the adaptation of the former post office on Savski Square and other historic structures.
The plan foresees relocating the Belgrade Fair to the National Football Stadium area and transforming its former site into a new urban center with housing, public services, green spaces, and traffic infrastructure. Hall 1, a protected cultural monument, will be repurposed as a cultural venue. The Jugopetrol complex will undergo reconstruction following an urban-architectural competition, preserving key buildings like chimneys and observation towers for adaptive reuse.
Land use changes allow for residential, cultural, tourism, and educational purposes, while prohibiting shopping centers, warehouses, gas stations, and other developments that could harm the cultural or environmental integrity of the area. New construction is limited to a maximum of ground plus four floors.
Two new marinas are planned: one in the Čukarica inlet and another downstream from Ada Bridge, featuring space for vessels and related coastal facilities.
Regarding parking, four new public garages are planned in addition to existing and under-construction garages, including locations near Savska and Aleksandra Glišić streets, Woodrow Wilson Boulevard, the area under the Old Railway Bridge, and within the Hall 1 complex.
Several new parks are included in the plan: a rooftop garden park above a future underground garage (8,870 m²), a two-part park on Terazijska Terrace (13,105 m²) continuing the existing terrace park, and a large park on the left bank in block 63 (24,314 m²) for outdoor recreation.
Educational and health infrastructure development is also planned, including a campus combining preschool, elementary, and high school programs, twelve new preschool annexes, one primary health care facility, two health annexes, and social care centers to serve the projected population of approximately 32,830 residents.
The public inspection period for the draft plan will last until June 19.
