Belgrade-based company T&M Group Solutions, previously accused of bringing voters from Republika Srpska to the Belgrade Arena during the 2023 local elections, has been awarded a 2.4 billion dinar (€20.5 million) contract by Elektrodistribucija Srbije (EDS) to read electricity meters, according to Nova ekonomija.
T&M Group Solutions leads the consortium that includes Dobergard, state-owned Pro Tent, and Laboris HRS, a frequent business partner of Marko Bosanc. The agreement, valid for two years or until the funds are exhausted, covers the reading of about 2.5 million meters.
The company is co-owned by former handball player Dane Šijan, a known supporter of Serbia’s ruling SNS party. Media previously linked his firm to organizing “phantom voters” during the 2023 elections. Despite the controversy, the company has repeatedly won state contracts for cleaning, security, and fire protection services for public institutions.
T&M Group Solutions has experienced explosive financial growth: founded in 2022 with revenues of only 428,000 dinars, it reported 13.99 billion dinars (€119 million) in 2024, with profits of nearly €9 million and 585 employees.
The tender process for the meter-reading contract had been marred by multiple cancellations and appeals earlier this year. EDS initially awarded similar contracts to a consortium led by Bosanc’s company Montop, but after repeated complaints and annulments, the deal was finally granted in October 2025 to the new consortium led by T&M Group Solutions.
According to Serbia’s business registry, T&M Group Solutions is partly owned by two UAE-based companies, with Šijan holding a 40% stake and Mihajlo Popović 60%.
