Construction of Patriarch Pavle Boulevard halted again as public procurement dispute causes delays

Construction work on Patriarch Pavle Boulevard in Belgrade has come to another halt. The Republican Commission for the Protection of Rights in Public Procurement partially canceled the public procurement procedure for completing the road’s construction.

The Commission ordered the City of Belgrade—specifically the Secretariat for Communal and Housing Affairs and the Directorate for Building Land and Construction—to reimburse nearly 1.3 million dinars to the bidders led by “Road Company Kragujevac,” who filed the complaint.

The dispute arose after the contract was awarded to a consortium led by “Mashinokop,” when the losing bidders challenged the award’s legality and questioned the qualifications of one of the firms involved.

This is not the first time that work on Patriarch Pavle Boulevard, ongoing for over five years, has faced interruptions. Previous legal challenges also caused delays and increased reconstruction costs due to rising material prices, as noted by Belgrade’s mayor Aleksandar Šapić.

The public procurement’s estimated value was 2.4 billion dinars (excluding VAT). The planned reconstruction includes four traffic lanes extending from Ada Bridge to reduce congestion in Topčider Park, along with a bicycle and pedestrian path connecting New Belgrade and Rakovica via the bridge.
