Crni Vrh grid hub signals a new phase for large-scale wind investment in Serbia

The commissioning of PRP Crni Vrh 1 marks a significant step in Serbia’s effort to move large renewable projects from construction into commercial operation. Located in eastern Serbia, around six kilometres from the Bor–Žagubica road, the facility has been developed as the main grid interface for the 150 MW Crni Vrh Wind Farm, one of the country’s largest new onshore wind investments.

The project is being developed by Crni Vrh Power d.o.o., with Shanghai Fengling Renewables Co., Ltd. identified as the principal investor behind the development. Its scale places Crni Vrh among the projects expected to materially increase Serbia’s installed wind capacity and strengthen the position of eastern Serbia as an emerging renewable-energy cluster.

The wider development includes the wind farm itself, internal electrical infrastructure, transformer facilities and the high-voltage connection required to transfer electricity into the national transmission system. The grid facility was completed during 2024 and energized in November of the same year, while the first electricity from the wind farm entered Serbia’s transmission network in late February 2026.

That first injection represented more than a technical milestone. It signalled that the project had moved into the critical transition between construction, commissioning and eventual full commercial operation, when investors begin converting capital expenditure into operating assets and electricity revenues.

The Crni Vrh development reflects a broader change in Serbia’s renewable-energy market. Earlier projects were often focused primarily on securing permits, land and incentive arrangements. The current generation of investments is larger, more capital-intensive and more dependent on sophisticated grid infrastructure, construction management, contract administration and performance verification.

This has increased the importance of independent technical advisers. Clarion.Engineer has been engaged as the project’s Owner’s Engineer, representing the investor across development, construction, grid connection, energization and commissioning activities. The role includes independent technical oversight, project-risk management, review of contractor performance, monitoring of commissioning readiness and control of the documentation required before the asset can be fully accepted by the investor.

The Owner’s Engineer works alongside the statutory Supervision Engineer, which focuses on compliance with Serbian construction legislation, approved designs, quality requirements and site execution. The two roles are distinct but complementary. Supervision addresses legal and construction compliance, while the Owner’s Engineer protects the investor’s broader technical, contractual and commercial position.

For a project of this size, the distinction is financially important. A 150 MW wind farm represents a substantial long-term investment whose value depends not only on the installation of turbines, but also on grid availability, equipment performance, documentation quality, testing, warranty enforcement and the orderly transfer of the plant into operation. Delays or deficiencies during these stages can affect revenue start dates, contractor claims, financing costs and the investor’s ability to demonstrate that the asset meets its contracted performance level.

PRP Crni Vrh 1 also carries strategic value beyond the immediate needs of the wind farm. The facility links the regional transmission network around Bor, Petrovac and Majdanpek, while future connection with the Jasikovo Wind Farm, currently under construction, is expected to strengthen its role as a shared renewable-energy hub.

This creates a wider business case for eastern Serbia. Renewable investment is increasingly being concentrated around areas where generation resources, transmission infrastructure and available land can support several projects rather than one isolated asset. Once built, such grid nodes can reduce the marginal infrastructure burden for future developments and improve the investment profile of the surrounding region.

The Crni Vrh project is therefore part of a larger market trend in which renewable-energy investors are placing greater emphasis on the full delivery chain: permitting, financing, EPC execution, grid connection, commissioning, performance testing and long-term operation. The value of the asset is created across all of these stages, not only through installed megawatts.

The entry of electricity from Crni Vrh into Serbia’s transmission system in February 2026 confirms that the project has reached one of its most commercially important phases. The remaining period of testing, performance verification and handover will determine how efficiently the development moves from a construction project into a stable generating asset.

As Serbia expands its wind portfolio, projects such as Crni Vrh are setting a new benchmark for scale, investor structure and project governance. They also show that the next stage of renewable growth will depend increasingly on the quality of execution, independent oversight and grid integration rather than on project announcements alone.
