More than 600 hectares of agricultural land in Surčin will lose its purpose due to the EXPO 2027 complex, National Stadium, a theme park, and related infrastructure.
The fourth phase of the Spatial Plan for the special-purpose area covers a total of 813.65 hectares in Surčin and New Belgrade. The plan was available for public review in February 2025, and more than 30 groups of complaints were submitted, representing over 700 people.
Some key complaints raised by citizens and experts include the danger to water sources and the Sava embankment, illegality of phasing the plan, and the conversion of fertile agricultural land. There were also complaints about incomplete documents, lack of a proper public presentation, and the online format of the meeting.
The authorities dismissed many complaints, stating everything was “in conformity with the special law for EXPO and the Government’s decisions.”
Concerns were raised about the legal basis for phasing, protective measures against groundwater, and the destruction of agricultural land. Citizens demanded more transparency and consideration for the environment and future of their land. Nonetheless, the responsible institutions insisted their decisions were in the “public interest” and supported by specialized strategies and legislation.
