International tender launched for biomass market development project in Serbia

The Ministry of Mining and Energy of Serbia has issued an international public call for expressions of interest for consultancy services under the project “Support to Renewable Energy Sources: Development of the Biomass Market in the Republic of Serbia (Second Component)”.

The total value of the project is EUR 31.9 million. It is financed through a subsidized loan from the German government amounting to EUR 20 million, a grant of up to EUR 2 million from the German government, a grant of EUR 900,233.64 from the EU IPA 2018 fund, and an additional EUR 9 million grant from the EU’s Regional Energy Efficiency Programme (REEP). The project aims to construct and modernize district heating systems based on renewable energy sources, primarily biomass, in selected municipalities and heating plants.

The consultancy services will include preparation of technical documentation, feasibility studies, environmental impact assessments, procurement support, and supervision of construction works. The consultant will also assist local heating plants during the initial operational phase, implement institutional measures, and develop environmental and safety management plans.

The contract for the provision of consultancy services is expected to be awarded in the fourth quarter of 2025. Project implementation is planned over a period of 60 months, with an additional 12-month warranty period for addressing any potential deficiencies.

Eligible participants are independent consultancy firms with at least ten years of experience in the sector and an average annual turnover of no less than EUR 2 million over the past three years. Prior experience in the Western Balkans and Eastern Europe is considered an asset.

The tender will be conducted through an international open competition with a pre-qualification phase. The deadline for submitting applications is June 10. All documentation must be submitted in English.
