Move-Change movement warns of disruption in Serbia’s electronic cadastre system

The Move-Change movement has alerted that for over two weeks, the electronic reception of cases at Serbia’s Republic Geodetic Institute (RGZ) has been non-functional, causing serious consequences for citizens and the economy.

Since July 14, a failure in the Ministry of Justice’s Judicial Information System has blocked access to the RGZ, preventing notaries from sending documentation and courts from forwarding cases electronically. The cadastre has not received any electronic submissions during this time. The RGZ has officially confirmed the issue on its website, but no solution or statement has come from the Ministry of Justice.

This disruption has slowed or completely blocked real estate transactions, causing damage to citizens and companies planning property sales, certifications, and registrations. Move-Change emphasizes that the core problems are systemic — including incompetence, slow processes, corruption, and political patronage — rather than merely technical failures.

The movement calls for a modern, efficient public administration in Serbia, built on accountability and modern digital systems, rather than the outdated, 19th-century-style bureaucracy currently in place.
