A new residential development is set to take shape near Zemun Polje, Belgrade, with the Government of Serbia approving the creation of a Spatial Plan for the area. The project is being financed by the Israeli investment firm Shikun&Binui through their subsidiary, Z West Red. The plan focuses on residential construction with accompanying facilities, all designed with sustainability in mind. A draft of the plan will be available for public review within the next ten months.
The Government of Serbia officially adopted a decision on January 23 to establish a Spatial Plan for the special-purpose area near Zemun Polje, close to the Maize Institute. The primary use of the area will be residential, in accordance with the decision. Z West Red, the project’s financial backer, is tasked with funding the development of the plan.
The creation of the Spatial Plan will follow established technical documentation and prior research, ensuring sustainable development principles are followed. It will include a mix of residential spaces, as well as necessary commercial, service, and social activities. The project will meet modern sustainable housing and work standards, with provisions for proper waste disposal and stormwater management.
The plan will include detailed regulation elements to allow for direct implementation. The government has set a deadline for the plan’s completion within ten months of the decision’s enactment, which took effect on January 24, eight days after publication in the Official Gazette.
Z West Red is a company majority-owned by Shikun&Binui, which holds 95% of its capital. Shikun&Binui is an established developer in Belgrade, known for projects like Wellport in New Belgrade, Central Garden in the city center, and Voždove Kapije on Voždovac.
The company has already acquired several plots of land in the area covered by the Spatial Plan. The plan will involve 12 specific plot areas near the Maize Institute in Zemun Polje.
Once the draft plan is prepared, it will be open for public inspection for 30 days at the local self-government headquarters within the affected area. The Agency for Spatial Planning of Serbia will coordinate the plan’s development, ensuring all necessary approvals and opinions are obtained from relevant authorities.
