The public session concerning the draft of the fourth phase of the spatial plan for the National Football Stadium, which was scheduled to be held electronically, has been postponed to June 13. The session is set to begin at 9 a.m. The deadline for objectors to apply for active participation, including audio and video involvement, has also been extended and now closes today, June 9, at 3 p.m. This update was announced in a new notice published on the website of the Agency for Spatial Planning and Urbanism of Serbia.

The public session for the Draft Spatial Plan of the Special Purpose Area of the National Football Stadium – Phase Four has faced multiple cancellations. Initially, it was to be held live on March 7 and then rescheduled for March 21, but both sessions were canceled. Recently, the Ministry of Construction amended the Rulebook on the procedure for drawing up plans, allowing meetings of significant public interest to be held electronically.
This change sparked criticism from the non-governmental organization Ministry of Space, which called for the immediate withdrawal of the amendment. They argued that citizens are being deprived of their right to participate in decisions affecting their city.
Following the regulatory change, the Spatial Planning Agency announced that the session would be held electronically on June 11. However, the Renewable Energy and Environment Regulatory Institute (RERI) declared that the June 11 meeting was scheduled illegally. RERI pointed out that the new regulation only came into force on June 7, and thus could not be applied before that date.
The fourth phase of the spatial plan development covers an area of 813.6 hectares. This includes the entire coastal strip on the left bank of the Sava River, stretching from Block 45 to the Ostružnički bridge. The Agency for Spatial Planning previously stated that this coastal strip is part of a broader plan for reconstructing the Sava Embankment and its surrounding infrastructure.
