EPS Kolubara Environmental Improvement Project – PIU Support Consultancy Services
Background: The EPS Kolubara Environmental Improvement Project to be funded with the proceeds of an EUR 80 million loan from EBRD, together with up to EUR 74 million co-financing from KfW, will provide for purchase of new equipment for the Kolubara mining operations:
1. a bucket wheel excavator for overburden removal, a belt conveyor line for overburden transport, a spreader for dumping overburden and power supply system for Field C of the Kolubara mining basin [to be funded from EBRD funds]
2. a spreader system at the Tamnava West Field OCM [to be funded by KfW and EPS funds], and
3. a coal quality control management system and coal homogenization for the Kolubara mining basin [to be funded by KfW and EPS funds].
The new equipment will improve the efficiency of EPS’ mining operations at the Kolubara basin and significantly improve the quality and uniformity of the lignite it delivers to its power stations, and improve the environment both in the mine and from the power plants.
All procurement under the EBRD loan will be undertaken in full compliance with the Bank’s Procurement Policies and Rules.
The Project will be implemented by a Project Implementation Unit established by EPS and MB Kolubara. The PIU will be staffed by experts from EPS covering procurement, technical support, finances, site management supervision, and monitoring and evaluation. The PIU will be supported by an international consultant whose members will also form part of the PIU.
Assignment Description: The principal objective of this assignment is to deliver assistance to the EPS’s PIU during Project implementation. The Consultant will assist PIU with the following tasks:
• Final drafting and review of tender documents including technical specifications, compliance to the tender documents and comprehensive procurement procedure implementation,;
•Assistance in procuring the works, goods and services (tender evaluation, negotiation, and contracting, comprehensive tender procedure implementation);
• Reviewing site preparation and contractor’s engineering drawings;
• Monitoring, supervision, and reporting on the project implementation and equipment manufacture instructions, as well as factory acceptance instructions for the whole set of items and components to be installed during implementation of the works contracts;
• Equipment erection monitoring and provision of timely equipment erection,
• Assistance in the commissioning and testing of the excavator, belt conveyor system, spreader and power supply system, and issuing of the related taking over documents,
• Monitoring of commissioning and testing procedures
• Knowledge transfer to EPS in all aspects of oversight and management of project implementation including both installation and operation of the overburden system, reporting methodology, procurement planning and control, quality assurance, site coordination and supervision, testing and inspections;
• Assistance in the implementation of the Environmental and Social Action Plan (ESAP); and knowledge transfer to EPS of environmental issues related to the operation and maintenance of the system
Assignment expected start date and duration: The assignment is expected to take place from January 2012 with duration of 40 months (including 12 months for the defect liability period during which only a limited input will be required).
Maximum Budget available for the Assignment: EUR 2,000,000 (exclusive of VAT).
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank’s special status as an IFI and state this to the Bank and EPS in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket or hotel bil) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense

Eligibility Restrictions: There are no eligibility restrictions.
Consultant Profile: An international firm of consultants will be engaged for this assignment and is expected to procure the services of a multidisciplinary team of both international and local experts as appropriate.
The Consultant is expected to have relevant expertise and experience in the procurement, manufacture, erection, and commissioning of main mining equipment. In addition, relevant experience in the EBRD’s countries of operation would be an advantage. The following is the minimum expertise (key experts) and experience required for this assignment:
•Team leader: with at least 15 years of experience in similar projects to this project and strong project management/ team leadership skills.
• Mechanical engineer with at least 10 years of professional experience in project management related to mining equipment.
• Electrical Engineer: with at least 10 years of professional experience in project management related to mining equipment.
• Procurement expert with at least 10 years of procurement experience in power sector projects including electricity distribution as well as the relevant IFI’s experience (EBRD experience being an advantage).
• Short term experts with relevant experience in required areas (to be defined during implementation), e.g; legal, maintenance, mining operation and mine planning, and training.
• Secretarial/ Support: the consultant will be required to hire local support staff as required for project implementation in order to provide secretarial, interpretation, translation, and transport services. No CV needs to be provided for these positions.
Submission Requirements: Interested consultants are hereby invited to submit expressions of interest.
In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:
• Company profile, organisation and staffing;
• Details of experience or similar assignments undertaken in the previous five years, including their locations;
• Economic and financial standing of candidate. For each of the last three years 2008, 2009 and 2010, total annual turnover of candidate(s)/ applicants (including consortia) must exceed EUR 3 million;
• CVs (limited to 3 pages per CV) of staff that could be available to work on the assignment.
The above information should not exceed 10 pages excluding CVs.
One original and two numbered hard copies together with electronic copy on CD-Rom of the above information in English should be submitted to the Client in an envelope marked “Expression of Interest for EPS Kolubara Environmental Improvement Project – PIU Support Consultancy Services”, to reach the Client not later than the above closing date.
