Serbia adopts new AI Development Strategy for 2025-2030 to drive innovation and modernization

At the proposal of the Ministry of Science, Technological Development and Innovation, the Government of the Republic of Serbia has adopted the Artificial Intelligence Development Strategy for the period from 2025 to 2030. This strategy will continue the accelerated development of artificial intelligence (AI) in Serbia, following the strategy adopted in 2019. Serbia became the first in Southeast Europe to make significant strides in managing AI development, positioning itself as a regional leader, which was recognized through its presidency of the Global Partnership on Artificial Intelligence.

The adoption of this Strategy demonstrates that the Republic of Serbia is committed to further developing and implementing this technology. Current projections show that the global AI market is valued at over $184 billion, and by the end of 2030, it is expected to reach $826 billion.

According to the European Commission report, AI will significantly contribute to the automation of 14% of jobs, while an additional 32% of occupations will undergo significant transformations.

Building on the previous strategy, the new one includes further development in areas such as the legislative framework, investment in education, innovation, and infrastructure, as well as increased application in the public sector. By adopting this strategy, Serbia’s plans align with the latest developments in AI, while its continued development and application are paving the way for the modernization of the state and society as a whole, in line with the goals of the “Leap into the Future 2027” program. The strategy was developed through extensive consultations with the expert community and expert opinions from the Government’s AI Council.

Regarding the adoption of the Strategy, Minister Dr. Jelena Begović emphasized its significance: “This Strategy is of exceptional importance for the continued development of our country as it will enable us to adapt more quickly and efficiently to the enormous changes society will face in the near future due to the rapid development of this technology.”

Through programs from the Science Fund and the Innovation Fund, we will finance the development of new solutions based on artificial intelligence. The Strategy also foresees additional investments in computing infrastructure and the National AI Platform, as well as greater support for AI application.

“This will allow for earlier detection of diseases, better quality of healthcare, more efficient public sector services, increased electricity production, and more efficient agricultural production. Many of these innovations, such as fully autonomous vehicles, will have the opportunity to be presented at EXPO 2027,” concluded Minister Dr. Begović.
