Serbia’s First Deputy Prime Minister and Minister of Finance, Siniša Mali, and European Investment Bank (EIB) Vice President Robert de Groot signed a loan agreement for the second phase of the reconstruction of clinical centers in Belgrade, Novi Sad, Niš, and Kragujevac, with a total estimated value of €662 million.
The EIB will provide €315 million in funding through two financial agreements — the first, worth €157 million, was signed today, while the second, valued at €158 million, is expected in 2026. Serbia will contribute €347 million from its own funds.
Mali said the project is of strategic importance for the Serbian government, marking another major investment in the modernization of the healthcare system. The works include the expansion, reconstruction, and modernization of all four university clinical centers, as well as the construction of a new regional children’s hospital in Niš.
Completion of all facilities is planned for 2032. The previous phase, worth €200 million, was successfully implemented with full disbursement of funds.
Health Minister Zlatibor Lončar stated that the project will continue improving tertiary healthcare, diagnostics, and preventive medicine, raising the overall efficiency and quality of treatment for Serbian citizens.
EIB Vice President Robert de Groot emphasized that the investment will strengthen Serbia’s healthcare system and improve access to high-quality medical services across the country.
