The Serbian government has approved amendments to the Spatial Plan for the “Belgrade Waterfront” project, expanding the plan to cover 330 hectares across the Belgrade municipalities of Savski Venac, Novi Beograd, and Čukarica.
The updated plan now includes the Belgrade Fairgrounds, Terazijska Terrace park, the Čukarički river branch, former NIS reservoirs, the Topčiderska River corridor, and parts of the left bank of the Sava River in Novi Beograd. The approval allows the start of construction procedures and the issuance of building permits for planned developments.
The plan introduces seven new urban zones in addition to the previous six. Urban zone 7 covers the Belgrade Fairgrounds, which will be relocated to Surčin, with the central hall preserved as a cultural site and other halls repurposed for public services such as education, healthcare, social services, and culture.
Urban zone 8 covers the former NIS reservoirs, with plans for land remediation and predominantly residential development with supporting facilities. Urban zone 9 includes blocks from Karađorđeva Street to Terazijska Terrace, aiming to create a quality urban framework and a visual corridor to the Sava River, including a large new park. Terazijska Terrace park itself, covering about 10,949 square meters, will be preserved and enhanced, establishing a green corridor connecting it to Karađorđeva Street and the riverbank.
Urban zone 10 on the left bank of the Sava, from the Gazela Bridge to the new railway bridge, is planned as a mixed-use urban center with residential, commercial, and public green spaces, replacing current industrial and storage uses.
During public consultation, over 10,000 individual comments and two petitions were submitted. Adjustments were made based on citizen feedback, including preserving parts of the Belgrade Fairgrounds for public use and excluding certain blocks (57 and 58) from mixed-use development plans.
The amendments mark a significant step in the development of the Belgrade Waterfront, balancing urban growth with cultural, residential, and public green spaces.
