Serbia is planning to introduce a dedicated carbon emissions trading platform as part of broader financial market development efforts, with the goal of having the system operational by this summer, according to Ognjen Popović, Assistant Minister of Finance, speaking at the 33rd Kopaonik Business Forum. This initiative, being developed in partnership with the Belgrade Stock Exchange and the Commission for HOV of Serbia, is intended to create a domestic mechanism for trading carbon credits and other digital financial instruments. Experts involved in the project see the platform as a way to give Serbian businesses, especially exporters, a more accessible and cost-effective tool for managing climate-related compliance costs linked to evolving European regulatory regimes. The platform’s development will also encompass digital asset issuance, including tokenized debt for small and medium-sized enterprises and tokenized real estate instruments, further expanding Serbia’s capital markets infrastructure.
The emissions trading system draws inspiration from the European Union Emissions Trading System (EU ETS) model, under which companies trade allowances equivalent to one tonne of CO₂, and aligns with Serbia’s efforts to adapt to external climate-related market pressures such as the EU’s Carbon Border Adjustment Mechanism affecting exporters. Implementation of the platform alongside other market innovations is expected to deepen domestic capital markets and help firms manage carbon cost risks more effectively.
Announcement at the business forum underscores a national strategy to modernize financial instruments and integrate environmental cost management into Serbia’s economic toolkit, with the summer timeline reflecting an ambitious but achievable rollout target for the initial operating phase.
