Serbia eases property registration with new Cadastre Law and digital convalidation system

The new Law on Amendments to the Law on State Survey and Cadastre, which simplifies property registration and facilitates ownership entry based on old documents, came into force on October 31, the Republic Geodetic Authority (RGZ) announced.

The key change is the introduction of “convalidation” — a procedure that recognizes the legal validity of old property documents that may have formal deficiencies but clearly prove ownership.

This means that tens of thousands of old property deeds that previously required court procedures to be recognized can now be registered quickly and digitally. Common issues with such documents include missing stamps, parcel numbers, or formal declarations, though ownership evidence remains clear. Under the new law, these documents can now be accepted without additional paperwork.

From January 1, 2026, citizens will be able to submit applications electronically via the RGZ online platform, even from mobile phones, without visiting offices or hiring lawyers. When conditions are met, the cadastre will complete registration within five working days, and decisions can be reviewed within one year.

Another important change introduces certification for professional users — lawyers, surveying organizations, and other experts working within the cadastre system. RGZ will issue official certificates confirming professional competence and will impose stricter penalties, including permanent license revocation for repeated serious violations.

The RGZ emphasized that the amendments demonstrate the state’s commitment to resolving long-standing property ownership issues, simplifying procedures for citizens, and ensuring a transparent, reliable cadastre system that strengthens legal security.
