The Serbian Railway Infrastructure Agency canceled the tender for the reconstruction and reinforcement of platform beams at Prokop station after only one consortium applied—Milmar Gradnja from Belgrade and AM Constructions from Ruma.
Although their bid of 21,999,999.12 dinars was slightly below the estimated 22 million dinars, the offer was rejected because Milmar Gradnja, responsible for 99% of the work, lacked the required license (I142G1) for construction on public railway infrastructure with attachments such as bridges. AM Constructions held a valid license but was responsible for only 1% of the work, which did not meet requirements.
Additional deficiencies included the absence of a full-time surveyor with a first-class license, lack of two full-time licensed civil engineers, and missing proof of employment for a workplace safety engineer.
Cracks had been reported in beams cast in 1997, and partial repairs on two columns have already begun. Civil sector organizations criticized the move, noting that the public-private partnership with Railway City, intended to complete the station building, was not conducted according to Serbian public procurement and concession laws, and contract details remain inaccessible.
