Serbia, Improvement of the system for issuing e-building permits

NALED, in cooperation with APR, in the period from September 2022 to February 2023, conducted research on the possibilities of improving the CEOP system for issuing e-construction permits, and it was determined that 80 percent of applicants are attorneys and legal representatives of legal entities.

The largest number of them are designers, 59 percent, and unlicensed attorneys, 19 percent, who submit requests on behalf of investors. Most often, procedures for issuing location conditions are initiated in 25 percent of cases, for issuing a decision to approve the execution of works under Article 145.

16 percent of the Law on Planning and Construction and 15 percent for building permits, and three quarters of applicants rated the authority’s actions during application processing with an average score of 4.1 out of five, according to the APR statement.

According to the survey, as many as 80 percent of the employees in the competent authorities pointed out that the prescribed deadlines for issuing construction and use permits are too short.

With an average score of 4.39, respondents assessed the comprehensibility of the CEOP application during the processing of requests and highlighted three priorities for improving the process of issuing construction permits: better control of compliance with legal deadlines, improvement of the speed of software functioning and creation of additional functionalities.

The Agency for Business Registers will take the results of the survey and the suggestions of the CEOP system users into account during the future improvement of the Central Records of Unified Procedures software, reports Tanjug.
