The Regulatory Body for Electronic Communications and Public Services (RATEL) has officially announced a public auction for individual licenses to use radio frequency spectrum across Serbia. The available frequency bands include 700 MHz, 900 MHz, 1800 MHz, 2100 MHz, 2600 MHz, and 3500 MHz, covering the entire territory of the country.
Operators interested in participating must submit their applications by October 20, 2025. The deadline to purchase the auction documentation is September 15, 2025, with a fee of EUR 10,000. Documentation can be obtained at RATEL’s headquarters in Belgrade.
Eligible participants are operators providing public mobile communication services who had over 1.5 million end users as of December 31, 2024, generated at least EUR 300 million in revenue during 2024, and hold a valid national roaming agreement for existing GSM and IMT networks if not already registered with RATEL.
The auction will award licenses based on the highest compensation offered for the minimum package, which starts at EUR 100 million. Payments are to be made in two installments in dinar equivalents, based on the National Bank of Serbia’s middle exchange rate.
According to Nedeljnik, this move formally transitions the licensing process from public consultations to binding public bidding, officially initiating the race for fifth-generation (5G) mobile network deployment in Serbia.
