Serbia launches SAIFA project to position itself inside Europe’s emerging AI supercomputing network

Serbia has officially launched the SAIFA – Serbian Artificial Intelligence Factory Antenna project, a major European-backed initiative designed to integrate the country into the continent’s expanding artificial intelligence and high-performance computing infrastructure ecosystem. The launch marks one of Serbia’s most strategically significant moves so far in its transition from a regional outsourcing market toward a higher-value AI and advanced computing economy.  

The project was formally launched during a kick-off meeting held on 14 May 2026 at the Palace of Science in Belgrade under the framework of the European High Performance Computing Joint Undertaking (EuroHPC JU).

SAIFA is designed as Serbia’s national entry point into Europe’s new “AI Factory” architecture — a continent-wide network intended to provide access to AI-optimized supercomputing infrastructure, advanced datasets, model development tools and specialized computing services. Serbia’s system will connect directly with the Pharos AI Factory in Greece and the IT4LIA AI Factory in Italy, effectively integrating Serbian institutions into Europe’s broader sovereign AI infrastructure strategy.  

Financially, the initiative represents one of the largest dedicated European AI infrastructure projects currently underway in Serbia. Earlier project disclosures indicated total funding of approximately €3.8 million through European Commission mechanisms.  

The structure of the consortium itself illustrates how Serbia is attempting to build a national AI ecosystem rather than a standalone research platform. The project is coordinated by the University of Belgrade School of Electrical Engineering and includes partners such as the Institute of Physics Belgrade, Mihajlo Pupin Institute, Institute for Artificial Intelligence Research and Development of Serbia, the University of Kragujevac and Serbia’s Office for IT and eGovernment.

Strategically, the project reflects a much broader shift underway across Europe.

The European Union is increasingly treating AI infrastructure as a strategic sovereignty issue comparable to energy infrastructure, semiconductor manufacturing and critical raw materials supply chains. EuroHPC’s expanding AI Factory network is intended to reduce European dependence on non-European hyperscale AI infrastructure dominated by US and Chinese technology giants.

For Serbia, participation in that ecosystem is economically important for several reasons.

First, it gives Serbian researchers, startups, public institutions and companies access to high-performance computing resources that would otherwise remain prohibitively expensive. SAIFA is expected to provide centralized access to computing infrastructure, AI tools, curated datasets and consulting services for academia, industry and government users.  

Second, the initiative positions Serbia more deeply inside Europe’s emerging AI value chain at a time when artificial intelligence is becoming a major driver of industrial competitiveness, defense technology, healthcare analytics, energy optimization and digital governance.

The project’s focus areas reveal those priorities clearly. SAIFA will concentrate on applications linked to healthcare, energy, sustainability, culture and language technologies, agriculture and public administration modernization.  

Energy is becoming particularly relevant within the Serbian context. AI-assisted optimization of electricity systems, renewable forecasting, industrial efficiency and grid-balancing models increasingly overlap with Serbia’s broader energy-transition and infrastructure modernization agenda.

The timing also aligns with Serbia’s rapidly expanding ICT sector. Serbia’s ICT exports already exceed $4 billion annually, while Belgrade and Novi Sad are emerging as important regional centers for AI engineering, gaming, enterprise software and deep-tech development.

SAIFA therefore acts as infrastructure support for a much larger economic transformation already underway.

Technically, the project aims to integrate Serbia’s national high-performance computing systems with European AI infrastructures using interoperable standards, secure data-sharing frameworks and containerized computing environments. Project coordinators stated that the platform will support model training, benchmarking, testing and deployment across multiple sectors.  

An especially important element is accessibility.

Unlike traditional supercomputing systems historically reserved for elite scientific institutions, SAIFA is explicitly structured to support startups, SMEs and smaller research teams through a centralized “AI Gateway” model intended to simplify access to AI infrastructure and expertise.  

That could become highly significant for Serbia’s startup ecosystem, which continues struggling with limited domestic access to advanced computing capacity and late-stage technical infrastructure.

At the geopolitical level, the project also carries symbolic importance.

Serbia is not an EU member state, yet participation in the EuroHPC AI ecosystem effectively embeds parts of its digital infrastructure strategy into the European technological framework. That strengthens Serbia’s integration into European research, innovation and digital sovereignty initiatives even while broader accession negotiations remain politically complex.

The project nevertheless faces challenges.

Building sovereign AI infrastructure requires enormous long-term capital expenditure, stable energy supply, advanced cybersecurity protections and continuous hardware modernization. Competition from hyperscale US cloud providers and Chinese AI ecosystems also remains intense.

There is also the issue of talent retention. Serbia continues producing strong engineering and mathematical talent, but a substantial portion of senior AI expertise still migrates toward Western Europe or North America.

Yet despite those constraints, SAIFA signals that Serbia increasingly intends to compete not only as a low-cost software outsourcing market, but as a participant in Europe’s emerging high-performance AI infrastructure layer itself.
