The Ministry of Finance, through its Central Finance and Contracting Unit (CFCU), has issued a tender to select a consultant for supervising works and implementing the Financial and Operational Performance Improvement Programme (FOPIP) as part of the construction of a wastewater collection and treatment system in Čačak.
The contract is valued at €2.6 million, funded under the EU IPA III program (2021–2027). The project aims to support Serbia’s Green Agenda by improving environmental infrastructure and combating climate change. The selected consultant will provide both technical supervision of works and advisory support to the municipal utility company to enhance financial and operational performance.
The contract follows FIDIC “Plant and Design Build – Yellow Book” conditions and is set for 52 months. Applications are due by October 15.
The wastewater treatment plant will be located in Atenica, specifically in Kulinovci, at the confluence of the Atenica River with the Morava. The investment, originally estimated at €32 million, has increased to €47 million due to rising costs. Construction is expected to take approximately two years once the contractor is selected.
