Serbia transfers over 6 billion dinars to budget reserves, impacting various ministries and projects

The Serbian government has reallocated more than six billion dinars (around 53 million euros) from the budgets of over 60 institutions to the current budget reserves. This decision, published in the Official Gazette, aims to cover funding gaps for expenditures that were not foreseen during the approval of the 2025 National Budget.

A significant portion of these funds, 1.68 billion dinars, will be redirected from the Ministry of Defense, which impacts the budget for equipping the Serbian Armed Forces. In addition, more than one billion dinars will be transferred from the Ministry of Construction, Transport, and Infrastructure’s budget, particularly from the project designed for the training center for ship crew members.

The Ministry of the Interior will give up 254 million dinars originally allocated to improve traffic safety, while 100 million dinars from the Ministry of Economy’s budget will be moved to the reserves to support the EXPO 2027 event. Another 238 million dinars will also be shifted from the Ministry of Economy’s section to the budget reserves.

Projects within the Ministry of Environmental Protection and the Ministry of Education will also face cuts, with 107 million dinars and 222 million dinars, respectively, being redirected to the reserves. The Ministry of Health will transfer 325 million dinars, initially intended for the reconstruction of the Clinical Center of Serbia, to the reserves. Similarly, the Ministry of Culture will lose 120 million dinars allocated for film art support.

Additional cuts include 92 million dinars from the Ministry of Mining and Energy, 84 million dinars from the Directorate for Energy Reserves, and 71 million dinars from the Ministry of Public Investments for various infrastructure projects. The BIA (Security Intelligence Agency) will also contribute 28.2 million dinars to the reserves.

The Office for IT Services will forgo 158.7 million dinars intended for cloud licensing, while the Government’s aviation service will transfer about 60 million dinars to the reserves. Smaller amounts are also being taken from the Fiscal Council, the State Audit Institution (SAI), the Commissioner for the Protection of Equality, and the Ombudsman.

Furthermore, the Tax Administration will contribute 58 million dinars, and the Customs Administration will transfer 31 million dinars to the budget reserves.
