A new dual-education centre in Vlasotince may look small compared with Serbia’s multi-billion-euro infrastructure projects, but it addresses one of the most persistent constraints on regional development: human capital.
The training centre represents an investment of roughly €3.6 million, including construction and equipment financed through a combination of Serbian public resources and international support.
It is designed around practical qualifications in metalworking, electrical engineering, surveying and construction.
The location is important.
Southern Serbia has historically attracted less investment and recorded lower wages than Belgrade, Vojvodina and some central industrial zones.
The region can offer competitive labour and land costs, but investors increasingly require something more difficult to provide: skilled technicians who can operate modern production systems.
Road and utility investment therefore has to be accompanied by workforce development.
A motorway can bring a factory closer to European markets, but it cannot produce maintenance engineers, welders, electricians or CNC operators.
Dual education attempts to close that gap by linking schooling more directly with employer requirements.
For municipalities such as Vlasotince and neighbouring areas, the economic objective is also demographic.
Young people are more likely to leave when education, employment and infrastructure opportunities are concentrated elsewhere.
Creating technically skilled employment outside Belgrade is therefore both an industrial and population policy.
The challenge is scale.
One training centre cannot reverse decades of regional divergence.
But combining skills programmes with roads, water infrastructure, industrial zones and targeted investment attraction offers a more credible development model than relying on subsidies alone.
Serbia’s next phase of regional policy will be judged by whether southern municipalities can move from providing inexpensive labour to building specialised industrial capabilities of their own.
