Serbian government adopts new economic measures

“We will be one of the few countries moving to implement the economic measures that the Serbian government has contracted. Businessmen can apply as early as Monday to get the first minimum and get state support against the virus corona. After hard work, I call on all businessmen. It’s not just a program, the Chamber of Commerce will also have a brochure from Monday to clarify everything to citizens. The program weighs 5.1 billion euros,” said Minister Mali.
The Serbian government adopted three regulations today specifying the legal framework on who will be able to use state aid from a package of economic measures worth 5.1 billion euros, Finance Minister Sinisa Mali said at a press conference.
“10 days ago, Marko Cadez and I presented to you an economic support program. Then I said that we would soon come out with a legal framework, and we have fulfilled that promise. At today’s government session, we adopted three regulations that represent the legal framework for implementing the Program,” said Mali.
“Immediately we start implementing the measures today, the Regulation will be published in the Official Gazette and I urge businessmen to apply as early as Monday,” Sinisa Mali said.
On Thursday next week, we will adopt two more ordinances. The first concerns the Agrarian Payments Administration, to assist farmers, and we are left to adopt a guarantee scheme with the banks, we are already in negotiations and I expect to finish it early next week, the Minister said.
According to the Regulation, business entities – legal entities, including branches and representative offices of foreign legal entities – may be deferred from paying taxes and contributions on salaries and wages until January 4, 2021. They are also entitled to defer the profit tax advance for March, April, and May 2020 until the submission of the final corporate income tax return for this year.
When it comes to the payment of grants from the budget, in the amount of about 250 euros, they are entitled to: entrepreneur, lump sum entrepreneur, farmer entrepreneur, other entrepreneurs, legal entities classified as micro, small and medium.
They are also entitled to deferred payment of liabilities on advances of taxes and contributions to income for the months of March, April and May 2020. From January 4, 2021, all these liabilities are possible at 24 equal monthly installments without interest.
A large legal entity is entitled to a grant of 50 percent of the basic minimum net salary for March 2020, for employees who have been terminated by a decision upon the introduction of a state of emergency.
As stated in the regulation, the right to defer tax liability is not exercised by large legal entities – banks, insurance and reinsurance companies, financial leasing providers, as well as payment institutions and electronic money institutions, Alo reports.
