The Statistical Office of the Republic of Serbia (RZS) reported that in April 2025, a total of 2,316 construction permits were issued across the country, marking a 14.9% decrease compared to the same month in 2024.
Of these permits, 84.5% were for buildings, while 15.5% covered other types of constructions. Within the building permits, 82.3% were for residential buildings and 17.7% for non-residential structures. For other constructions, the majority (70%) related to infrastructure projects such as pipelines, communication lines, and power cables.
In total, construction was planned for 2,796 apartments averaging 75.1 square meters. Apartments in single-unit buildings accounted for 12.8% of the total, with an average size of 141.9 m². The majority, 85.6%, were planned in buildings with three or more apartments, averaging 63.7 m² each.
New construction works accounted for 85.1% of the total value of construction activities. The highest level of construction activity was recorded in the Belgrade region (45.8%), followed by the Srem (8.8%), South Bačka (8.3%), and Raška (4.2%) regions. Other regions contributed between 0.2% and 3.6%.
For comparison, March 2025 saw a 3.7% decline in construction permits year-over-year.
