A digital registry designed to provide Serbia with a comprehensive overview of mining waste sites across the country has come under renewed scrutiny after the online platform reportedly stopped functioning, raising questions about the effectiveness of a project that cost more than €2.1 million and was largely financed by the European Union.
The Mining Waste Cadastre was launched in 2020 following a multi-year project implemented by Serbia’s Ministry of Mining and Energy with significant EU financial support. The initiative was intended to create a centralized database of abandoned and active mining waste facilities, allowing authorities, researchers and the public to assess environmental risks, prioritize remediation projects and improve long-term management of mining waste. The project budget totaled approximately €2.1 million, with the European Union providing around 90% of the funding.
At the time of its launch, the project was presented as a major step forward in environmental governance. Project teams surveyed hundreds of locations across Serbia, conducted geological and environmental assessments, performed laboratory analyses and developed digital mapping tools intended to support future remediation and land-rehabilitation programs. According to project documentation, experts visited approximately 250 mining waste locations, while detailed investigations were conducted on 41 priority sites representing the majority of identified mining waste volumes.
However, criticism of the system emerged soon after its introduction. Environmental researchers and investigative journalists argued that the publicly accessible platform contained only a fraction of the information that had reportedly been collected during the project. While official project presentations described a comprehensive inventory covering abandoned and active mining waste facilities, users could access only limited information for a relatively small number of sites.
Investigations conducted by the Balkan Investigative Reporting Network (BIRN) found that substantially larger datasets appeared to exist on government servers, including information regarding waste characteristics, potential environmental hazards, waste volumes and geotechnical risks. Some records reportedly identified locations containing potentially hazardous waste and areas exposed to landslide risks. Researchers questioned why such information was not fully integrated into the publicly accessible system.
The issue gained additional significance because Serbia’s mining sector has expanded rapidly during the past decade. Major investments by companies involved in copper, gold, lithium and other mineral projects have increased public attention on environmental monitoring, waste management and long-term remediation obligations. Transparent information regarding tailings facilities and mining waste repositories is increasingly viewed as a critical component of environmental governance and investor confidence.
The latest controversy emerged after reports that the online platform became inaccessible, with users unable to retrieve information that had previously been available. According to media reports, only limited introductory pages remained visible while the core database functionality disappeared. Requests for clarification reportedly did not receive immediate responses from the responsible institutions.
The situation is particularly sensitive given previous findings by Serbia’s State Audit Institution, which concluded that the country’s mining waste management system was not operating effectively and that a unified mining waste database had not been fully established. Although authorities later reported that recommendations for improving hazardous waste management had been implemented, the disappearance of the online platform has renewed concerns about transparency and data accessibility.
Beyond the technical issues surrounding the website itself, the episode highlights a broader challenge facing Serbia’s mining industry. As the country seeks to expand mineral production, attract foreign investment and align with European environmental standards, access to reliable environmental data becomes increasingly important. Investors, local communities, regulators and environmental organizations all rely on credible datasets to evaluate risks associated with mining operations and legacy waste facilities.
The Mining Waste Cadastre was originally envisioned as a cornerstone of that transparency framework. Six years after its launch, the debate has shifted from the existence of the database to questions regarding its completeness, accessibility and long-term maintenance. For a project financed largely with European funds and promoted as a strategic environmental management tool, restoring confidence in the system may now require more than simply bringing the website back online. It may also require demonstrating that the underlying data are complete, current and available to the public in a form that supports meaningful environmental oversight.
