Serbia’s ICT efficiency gap widens as revenue outruns spending

Serbia’s ICT industry generated a sharper increase in revenue than expenditure during the second quarter, offering an early indication that the sector may be extracting more value from its existing workforce and infrastructure.

ICT revenue rose 9.9% from the first quarter, while operating expenses increased 5.7%, according to preliminary official data. The difference of 4.2 percentage points was substantially wider than the gap recorded across the overall non-financial economy.

The pattern is commercially significant because technology businesses can often expand software, cloud and professional-service revenue without adding costs at the same rate. Higher utilisation of existing teams, stronger export contracts and automation can all produce operating leverage.

The data may also reflect more cautious hiring. Labour is a major cost for technology companies, and slower recruitment or tighter control of subcontracting expenses could allow revenue growth to move ahead of spending.

On an annual basis, however, the picture was less pronounced. ICT revenue increased 8.3%, while expenditure rose 8%, leaving a gap of only 0.3 percentage points.

That suggests the sector’s underlying cost base remains demanding and that the strong quarterly relationship should not yet be treated as a settled trend.

The aggregated figures also combine businesses with different economics, including telecommunications operators, software developers and other information services. Performance among individual companies may vary considerably.

If the quarterly gap persists, it could make Serbian ICT companies more attractive for investment and give them greater capacity to fund exports, product development and regional expansion. For now, it is a promising efficiency signal whose durability still has to be tested.
