Serbia’s national budget deficit narrows significantly in first half of 2025 with surplus in June

In the first half of 2025, Serbia’s national budget deficit amounted to 36.4 billion dinars, significantly better than the planned deficit of 169.8 billion dinars, the Ministry of Finance announced.

During this period, total revenues reached 1.107 trillion dinars, while expenditures amounted to 1.143 trillion dinars.

June recorded a budget surplus of 35.7 billion dinars. Revenues for the month totaled 227.5 billion dinars, with tax revenues comprising 208.4 billion dinars.

The largest share of tax revenues came from VAT payments totaling 82.6 billion dinars, income tax amounting to 73 billion dinars, and excise duties of 33.4 billion dinars. June marks the deadline for settling obligations based on the final tax calculations for 2024.

Non-tax revenues totaled 17.1 billion dinars, and donations contributed an additional 2 billion dinars in June.

Expenditures for the month reached 191.9 billion dinars. This included 49.8 billion dinars spent on employee costs, 36.9 billion dinars on capital projects, 27.3 billion dinars transferred to various social funds (PIO, RFZO, NES, SOVO), and 18.5 billion dinars on goods and services.

At the state sector level, the fiscal deficit for the first six months stood at 21.3 billion dinars, while a primary fiscal surplus of 66.2 billion dinars was achieved.
