Serbia’s nuclear turn begins with people, not reactors

Serbia’s nuclear debate has moved from political signalling into institution-building. The memorandum signed by the Vinča Institute of Nuclear Sciences and the Faculty of Technical Sciences in Novi Sad is not a reactor project, a financing mandate or a technology choice. It is, however, one of the more important early markers in Serbia’s attempt to rebuild the human-capital base needed for any credible nuclear programme. The two institutions plan joint research, new educational programmes and stronger research capacity in nuclear and energy systems, with a specific focus on preparing a master’s programme titled “Nuclear Energy Systems”.  

The proposed programme is expected to include modern teaching contentlaboratory activitiessimulation-based and digital teaching methods, and direct involvement of Vinča researchers and experts in teaching and research. That matters because nuclear power is not a sector that can be imported as a turnkey technology package. Even where reactor design, equipment and financing come from abroad, the host country needs domestic engineers, safety specialists, regulatory capacity, grid planners, emergency-preparedness teams, radiation-protection expertise, fuel-cycle literacy and long-term institutional discipline.

The timing is not accidental. Serbia ended its 35-year prohibition on nuclear power plant construction in 2024, after amendments to the Energy Law caused the old law banning nuclear plants to cease effect. That formally reopened a policy option that had been closed since the late Yugoslav period. The repeal did not mean Serbia had chosen a reactor, a site or a construction timetable. It meant only that the country could begin developing the legal, technical and institutional basis for a possible future nuclear programme.  

The government has since framed nuclear energy as a potential long-term pillar of system stability, decarbonisation and import-reduction. A preliminary technical study prepared with a French consortium led by EDF has set out a roadmap for possible nuclear development, while the Ministry of Mining and Energy has indicated that the studies needed for a government decision should be completed by mid-2027. The same policy discussion has examined both conventional reactors and small modular reactors, without ruling out either option at this stage.  

That makes the Vinča–FTN cooperation more than an academic announcement. Under the IAEA approach, nuclear infrastructure development is normally treated as a phased national programme, covering issues such as legal framework, regulator capacity, safety culture, human resources, grid readiness, financing, waste management, emergency planning and public communication. Serbia’s immediate constraint is not concrete, turbines or reactor vessels. It is the ability to create institutions that can evaluate, procure, regulate and operate nuclear technology over several decades.

The strength of the partnership lies in the balance between Vinča’s nuclear heritage and FTN’s engineering scale. Vinča remains Serbia’s central nuclear-science institution, while FTN is one of the largest technical faculties in the region, with around 90 accredited study programmes and more than 17,000 students. That scale gives the proposed programme a broader industrial relevance than a narrow nuclear-physics course. Serbia will need electrical engineers, mechanical engineers, control-system specialists, software engineers, thermal-hydraulic analysts, materials engineers and safety experts, not only nuclear physicists.  

The international dimension is equally important. The memorandum envisages cooperation through EuratomHorizon Europe, the European Nuclear Education Network and the IAEA, which signals that Serbia is trying to anchor its nuclear education pathway inside recognised international structures rather than develop an isolated domestic curriculum. For a country outside the EU but deeply linked to European energy markets, that alignment will matter for credibility, skills recognition, research mobility and future regulatory confidence.

The industrial logic is clear. Serbia is trying to decarbonise while maintaining baseload reliability for heavy industry, mining, manufacturing, data centres and electrified transport. Solar and wind can expand quickly, but they increase the need for storage, hydro flexibility, grid reinforcement and balancing capacity. Nuclear would enter this equation not as a short-term replacement for renewables, but as a possible post-2040 stability asset if the country decides that the cost, governance burden and public-acceptance challenge are manageable. Serbia’s National Energy and Climate Plan already includes a scenario with nuclear plants of up to 1,000 MW after 2040.  

The financial challenge remains formidable. Nuclear power requires long lead times, strong sovereign backing, bankable regulation, credible construction governance and a financing model that can survive political cycles. Conventional large reactors require very large upfront capital commitments, while small modular reactors still face questions around commercial maturity, standardisation, supply-chain depth and cost reduction. The IEA has noted that SMR economics depend heavily on construction costs falling over time, with cost levels in Europe and the US still a key uncertainty in longer-term deployment scenarios.  

For Serbia, the risk is not only technological. It is institutional sequencing. A country can damage its nuclear credibility by choosing vendors before it has a regulator, selecting sites before it has public trust, or discussing financing before it has a workforce pipeline. The Vinča–FTN initiative helps address that sequencing problem. It starts with skills, laboratories, simulation, research participation and international networks — the quieter but more durable foundations of any future programme.

The unanswered question is not whether Serbia can talk about nuclear power. It now can, legally and politically. The real question is whether it can build the professional culture required before the first major procurement decision is made. The new Nuclear Energy Systems programme will not determine Serbia’s reactor future by itself, but it marks the first serious recognition that nuclear strategy begins years before construction, inside universities, institutes, laboratories and regulatory classrooms.
