Starting, the main subcontractor in the reconstruction of the Novi Sad Railway Station, accounted for 71% of the total value of the contracted works, amounting to at least €12.2 million — double the previous estimates. Despite this significant involvement, no arrests or charges have been made against the company’s directors or employees, and no explanation has been provided.

The company was indirectly identified in an expert report, which revealed that four Serbian subcontractors were responsible for 93% of the total project value, with Starting being the largest contributor. The report noted that while Starting signed three contracts and 11 annexes from 2021 to 2022, details of additional contracts and payments remain unclear.

Starting’s contracts were signed in 2021 and 2022, with one agreement valued at €1.9 million, later growing to €5.1 million. A second contract, worth €5.1 million, had eight annexes totaling €1.4 million. A third contract, signed in September 2022, was valued at €2.05 million, but no annexes for this agreement were found.
