Tender for BAS station building in Belgrade faces delays due to legal challenges

The Directorate for Building Land and Construction of Belgrade must reevaluate bids for the construction of the BAS station building in block 42 after the company Štrabag doo successfully filed a second request for protection of rights. The contractor selection process has been ongoing for nearly 10 months since the initial call for bids was published on October 19, with multiple deadline extensions.

In June, the contract was tentatively awarded to a consortium including Jadran, G4S Secure Solutions, ABA Professional, DOT Networks, DOT Smart Solutions, Traco-Invest, Čelik, and Armont. However, two legal challenges were filed by Štrabag doo and Energoprojekt Visokegradnja, both reviewed by the Republic Commission for the Protection of Rights in Public Procurement.

While Energoprojekt’s complaint was dismissed, Štrabag’s was accepted, resulting in the partial annulment of the procurement process and a requirement to redo the expert evaluation of bids. Additionally, Štrabag will receive 1.3 million dinars as compensation for procedural costs.
