The construction of subway and highways in Serbia

The Serbian government has adopted a special law to accelerate the construction of important infrastructure projects such as subways and highways, it ha salso shorten the time to settle property relations and avoid possible penalties for not withdrawing money from banks.

The Bill on Special Procedures for the Implementation of the Project for Construction and Reconstruction of Line Infrastructure Facilities of Special Importance to the Republic of Serbia, which is in the parliamentary procedure, states that, based on the experience so far in the implementation of these projects, it takes a lot of time in the process of realization resolving property relations before issuing the necessary permits and that is why works are often delayed.

One of the goals is to speed up the procurement process. The law provides that in case of urgency and jeopardy of the project implementation, the Government may decide that the regulations governing the public procurement procedure shall not be applied to the project or individual phases, but shall be subject to a special procedure for selecting a strategic partner.

The Ministry of Construction, Transport and Infrastructure, in its work plan and budget for 2020 (with a plan for both 2021 and 2022), has planned the launch of projects from the new investment cycle, the value of which is estimated at around 5 billion euros in investments in infrastructure projects (roads, rail, metro, water infrastructure).

In addition to the construction of new state roads, the reconstruction and rehabilitation of public roads is planned to be 5,000 kilometers long, as well as the reconstruction and rehabilitation of public railway infrastructure.

The adoption of a special law for the implementation of a specific project is not isolated in our legislation, as separate laws have already been adopted for the implementation of the Belgrade Waterfront project, writes Nova Ekonomija.
