The Ministry of Finance plans to fully digitalize and automate the collection of excise stamps in the coming period by introducing a new e-akciza system.
A tender has been announced for this project, which includes the analysis and development of new business processes and the definition of the future system in the amount of 1.3 million euros.
As stated in the specification, the Ministry expects the new system to reduce illegal traffic, but also to enable businessmen easier access to excise duties for goods that are subject to this financial burden.
– The introduction of a new solution for excise stamps represents a kind of way to fight against illicit trade, placing counterfeit products on the market and tax evasion. It is expected that the future solution will enable, on the one hand, an easier way of demanding excise duties for producers and importers, better insight into the produced, imported and placed goods on the market, and on the other hand, consumers can easily check excise goods – the project states.
What is known from the available documentation is that the new model of excise duty collection will be a centralized information system with the aim of minimizing the space for possible abuses.
– The goal of this procurement is the development and implementation of business models using digital excises. This business model includes the development of a software solution, which, among other things, must enable the excise duty in accordance with the Law and the excise goods that the manufacturer or importer plans to place on the market, the excise delivery model, and the model for monitoring and verifying the authenticity of excise goods. This strategic direction will be implemented through the establishment of regular information exchange and connection of information systems in order to quickly exchange information and narrow the space for possible abuses, at the level of umbrella software solution for automation, management and monitoring of business processes, eKapija reports.
