The new methodology of fiscal risks is Serbia’s chance for the development of financial markets

Today, the Government of Serbia adopted several documents which fulfilled the agreed reform goals in the arrangement of Serbia with the International Monetary Fund (IMF).
The session also adopted regulations agreed with the International Monetary Fund (IMF) in April, which are part of the current arrangement, thus fulfilling certain reform goals.
Among other things, the Conclusion on the adoption of a unified methodology for monitoring fiscal risks in the Republic of Serbia, the Strategy for Capital Market Development for the period from 2021 to 2026 and the Regulation on rules and conditions for granting de minimis aid for adoption were adopted for services of general economic interest, it is stated in the announcement published on the Government’s website.
Also, the Decree on the conditions and criteria of state aid compliance in the form of compensation for the provision of services of general economic interest and the Decree on the conditions and criteria of state aid compliance for environmental protection and in the energy sector were adopted.
Fiscal risks are collectively all factors that can lead to deviations of fiscal results from expectations and forecasts, and they can be related to the operations of public companies, local self-government units, litigation and natural disasters.
The methodology will, on the one hand, enable the Ministry of Finance and the Government of Serbia to more effectively monitor the risks in question and, on the other hand, to proactively influence the processes and policies that lead to physical and consequently to fiscal risks.
When it comes to the adoption of the Strategy for the development of the capital market for the period from 2021 to 2026, it brings a basic plan for the development of one of the most important segments of the economy of each country – the capital market. The goal of the strategy is for Serbia to develop a competitive, efficient, transparent and productive capital market that will provide investors with a wide range of products and services.
Decree on state aid and the Bill on biocides, recognition of driver’s licenses
Today, important regulations in the field of state aid control were adopted, which refer to services of general economic interest, environmental protection and energy. In the Annual Report, the European Commission recognized and praised the previous legislative activities in the field of state aid control.
The Government adopted the Draft Law on Biocidal Products, the main goal of which is to improve the system of placing on the market and use of biocidal products and treated products on the territory of Serbia.
In this way, a high level of protection of human, animal and environmental health is further ensured, trade in these products with the countries of the European Union and other countries is improved and the competitiveness of the economy is ensured.
The members of the Government also adopted the Bill on Ratification of the Agreement on Mutual Recognition and Replacement of Driving Licenses between the Government of the Republic of Serbia and the Government of the People’s Republic of China, which represents an important issue for the citizens of the two countries in their daily lives.
In this way, it is possible to replace valid licenses without first taking the theoretical and practical part of the driving test, and for certain categories of vehicles.
Having in mind that the area of Southern Serbia has the potential to become a significant health, cultural and tourist destination, an Interdepartmental Working Group for the organization and development of Southern Serbia was formed in the cities of Leskovac and Prokuplje and the municipalities of Kursumlija, Lebane and Bojnik, with the task of monitoring and coordination of implementation of monitoring of activities of competent institutions in the field of tourism, environment and infrastructure, it is added in the announcement of the Government, eKapija reports.
