The Ministry of Environmental Protection in Serbia is procuring a system for environmental inspection and pollution reporting

The Ministry of Environmental Protection has announced a tender for the introduction of a system for environmental inspection, analysis and control of pollutants.
As stated in the technical specification of the tender, it is an information system intended for collecting information on environmental problems, pollutants, landfills and waste, recording and monitoring the work of hazardous waste services, waste recycling, as well as recording and monitoring the work of remediation services and elimination of environmental problems.
At the same time, it will be used for two-way communication with citizens in order to inform about the implementation of the environmental protection project, solving environmental problems and raising awareness about the environment.
Through a unique mobile and web application for the entire territory of Serbia, citizens will be able to submit information and requests for solving environmental problems that are present at the local, in the form of a text or multimedia message.
All these messages will be collected in a single operational center that automatically creates orders for solving problems and monitors the implementation of those orders.
The operational center will be in online communication with the competent institutions (utilities and local government institutions) to which it forwards intervention orders and from which it expects to receive reports on the implementation of activities.
After receiving a response from the competent institution on the remediation / elimination of the reported problem, the employees of the operations center will inform the citizens directly via the mobile application, SMS / MMS service or via news on the website.
In addition to forwarding personalized responses to citizens who have reported problems, the operations center will use this platform to provide information on the current environmental situation, both locally and throughout the country (such as air / river, water, etc.) or to provide notices and warnings to prevent major environmental damage.
Also, inspectors from the Ministry of Environmental Protection will receive work orders from the operations center to control and check environmental problems in the field through a specialized mobile application on mobile phones or tablets.
Based on the collected data on locations, condition, activities for remediation and elimination of environmental problems, within the Management Information system, a cross-section of the situation and strategies for solving environmental problems should be made.
Within the Operations Center, as it is stated, a WEB server should be provided through which the public will be informed about all problems and activities in the environmental sphere and through which personalized contact with citizens should be provided for remediation and solving environmental problems on the premises.
Within this service, a platform for “alerting” in case of problems in the field of the environment at the local level should be provided, according to the principle of informing only citizens who are in the immediate vicinity of these problems.
The environmental information system will, among other things, have a software application for a mobile phone that will be used by citizens so that they can get information or report certain environmental problems on the premises. The mentioned application should be set up and available (free of charge) for download on the Google Play and App Store portals, eKapija reports.
