Cabinet approves draft law on real estate brokerage business

The Cabinet yesterday approved a draft law that seeks to regulate the real estate brokerage business and specify rights and duties of a real estate brokerage company.

Two other draft laws were approved by the Cabinet. One  aims to regulate real estate registry and the other about documentation and notaries.

The new legislations aim to protect real estate wealth of the state and individuals and keep pace with developments in the country.

One of the draft laws includes provisions for the management of real estate registry, records of registration and ratification of signatures, procedures and registration fees, documents to be registered and unification of real estate and land registry and the committee on land registry.

Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani chaired the Cabinet’s regular meeting, QNA reports.

The Cabinet welcomed the positive outcomes of the recent summit meeting between the GCC leaders and US President Barack Obama at Camp David.

The Cabinet said the joint statement issued at the summit in relation to strengthening Gulf-US relations and stances on regional and international issues is a significant push towards enhancing the strategic partnership between GCC states and the US and taking relations to wider horizons to protect mutual interests and boost security and stability in the region.

It decided to take measures to issue a draft law regulating works within the scope of streets after examining the recommendation of the Advisory Council about the draft law.

The bill has provisions related to prohibition of excavation work and extending and maintaining service lines until a licence is granted from the relevant department except in urgent cases.

The concerned department at Public Works Authority (Ashghal) can withhold or cancel the licence according to public interests while providing a rationale for the decision.

In case of breaches of obligations by the licensee, Ashghal has the right to fix the road and return it to its original condition with the licensee paying the costs.

The Cabinet approved a draft Emiri Decision amending some provisions of the Decision No. 91 of 2011 on the establishment of the Committee for the Protection of State Property.

The amendment stipulates that the committee shall have a secretariat, chaired by the secretary and assisted by employees of the represented bodies in the panel.

The decision designating them and defining their remuneration shall be issued by the chairman of the chairman.

The Cabinet also approved a draft decision of the Minister of Economy and Trade to issue executive regulations of the law of patents.

Under the law, an invention shall get a patent if it is new, involving an innovative idea, can be subject to industrial application, not inconsistent with the provisions of Islamic Law or contrary to the public order or public morals, and does not affect  national security.

The patent is the certificate granted by the Patent Office at the ministry to the invention’s owner to obtain the established legal protection in accordance with the provisions of the law.

The draft executive regulation includes provisions relating to procedures to apply for patent registration, the establishment of a register of patents, documents for the registration request and fees along with the announcement of the patent and its publication in the Patent Gazette, which shall be delivered to the right holder or his agent.

The Cabinet also ratified a draft agreement on the encouragement and protection of mutual investments between Qatar and Serbia and another draft agreement on air services between Qatar and Thailand.

The meeting also took measures to endorse an agreement between Qatar and South Korea on military cooperation and a memorandum of understanding  on cooperation in the field of technology and innovation between the Ministry of Energy and Industry and South Korea’s Ministry of Trade, Industry and Energy.
