The Kostolac thermal power plant in Serbia harmonizes emissions with EU regulations

The public company Elektroprivreda Srbije has announced a tender for the service of preparing project documentation for flue gas desulphurization (EDG) plants and treatment of all wastewater in the Kostolac Thermal Power Plant in blocks A1 and A2.
As it is stated, the subject of the project is the development of conceptual solutions and conceptual designs with feasibility studies for the construction of these two plants.
The purpose of the flue gas desulphurization facility of Units A1 and A2 of TPP Kostolac is to reduce the concentration of SO2 (sulfur dioxide) in the flue gases below the emission limit value, which is defined in the relevant EU regulations, ie below 130 mg / Nm3.
The technical solution of the wastewater treatment plant should provide appropriate wastewater treatment according to all the necessary technical-technological and economic parameters, and the feasibility study needs to perform an analysis of the construction of the plants in question.
Compliance with EU regulations
Thermal power plant Kostolac A is located 1.5 km away from the town of Kostolac. The location of the thermal power plant is on the banks of the Danube tributary on the right bank of the Danube river.
The thermal power plant consists of two blocks – A1 with a capacity of 100 MW and A2 with a capacity of 210 MW. Both blocks use lignite from the Kostolac coal basin. Block A1 was built in the period 1964-1967 year and was put into operation in August 1967. Unit A2 was put into operation in August 1980.
In the period from 2011 to 2015, EPS’s strategy was to disconnect blocks A1 and A2 from the network from 2023 to 2025 and shut it down with the plant.
However, from 2017, the strategy is changing and already in March 2019, a tender for the reconstruction and revitalization of blocks A1 and A2 is announced, so that they will be provided with additional work for another 100,000 effective working hours.
– That practically means extending the service life of blocks A1 and A2 by 15 years until 2038 – it is stated in the documentation.
Since Serbia has undertaken obligations regarding the harmonization of TPP emissions, in accordance with EU requirements, for the next 10 years, uninterrupted operation of thermal units is possible in the case of harmonization with the Directive on large combustion plants by January 1, 2018 year and the Directive on Industrial Emissions until 1.1.2027. in the part related to the limitation of emissions of pollutants ẐO2, NOx and powdery substances, it is pointed out.
– For that reason, the extension of the service life of units A1 and A2 for the next 15 years requires the inevitable introduction of the flue gas desulphurisation process (EDC) of units A1 and A2 – it is stated in the documentation, eKapija reports.
