The new law improves the transparency of public procurement

The new Law on Public Procurement, which entered into force today, will raise the transparency of procedures and disposal of money to a higher level, NALED announced and stated that the value of public procurement last year was 3.66 billion euros.
NALED estimates that all future procurements will have to be realized completely electronically through the new Public Procurement Portal, which means that all participants in the procedure will have information available on click.
As they say, this is the first step in restoring trust in the procurement system, through which slightly more than eight percent of Serbia’s GDP flows. The Association of Bidders of Serbia and NALED will support the Public Procurement Office, in the project Public-Private Dialogue for Development, to introduce as many actors as possible to the newspapers through trainings and development of guidelines for the application of the law.
NALED reminds that the largest procuring entities are republic public companies – 1.06 billion euros, health and social institutions – 750 million, local self-governments – 558 million, local PE – 550 million and state administration bodies – 548 million.
The inadequate application of the law so far has led to restrictions on competition, demotivation of bidders and a decrease in trust in the legal system.
Greater competition in procurement brings better quality with lower prices, but last year the average number of bidders in the procedures was only 2.5, which is the lowest in the last seven years and the lowest in the region, Dnevnik reports.
