PUBLIC INVITATION

FOR THE SUBMISSION OF TENDERS UNDER AN OPEN PROCEDURE

FOR THE PUBLIC PROCUREMENT OF SERVICES 

PUBLIC PROCUREMENT SUBJECT: Consultancy services Potential assessment and indentification of new business oportunities for improving of portfolio and achieving of business sustainability for EPS by creating long-term financing strategy and investment program optimization with respect to EU regulations. 

Public Enterprise ‘Electric Power Industry of Serbia’, Belgrade published the Preliminary Invitation regarding its intention to execute the public procurement procedure for the subject consultancy serves in the ‘Official Gazette RS’, № 29/11 dated 29 April 2011.

Detailed specification of the service is provided in the Tender Documents. 

PARTICIPATION CONDITIONS: Tenders may be submitted by all legal and natural persons meeting the mandatory conditions stipulated under Article 44 of the Public Procurement Act (‘Official Gazette RS’, № 116/08) and other conditions defined by the Tender Documents.

TENDER EVALUATION CRITERION AND CRITERION ELEMENTS: Tenders shall be evaluated under the criterion of an ‘economically most eligible tender’. 

The criterion elements include:

  • Offered price                                                                         30 weights
  • Technical aspect                                                                  30 weights
  • References of tenderers and participants (staff)                        40 weights

TIME, PLACE OF INSPECTION AND TAKEOVER CONDITIONS OF THE TENDER DOCUMENTS: interested tenderers may inspect and takeover the Tender Documents within the deadline for submission of tenders, free of charge, by e-mail or in person at the premises of the Public Enterprise ‘Electric Power Industry of Serbia’, Belgrade, Vojvode Stepe 412, office № 257, every working day as of the publishing of the public invitation in the ‘Official Gazette RS’ between 10.00 and 14.00 hrs. 

The tenderer shall receive a CD containing the Tender Documents text during the takeover.

The Tender Documents takeover application by e-mail shall be sent to the contact person’s e-mail.

TENDER DEVELOPMENT INSTRUCTIONS AND CONDITIONS: contained in the Tender Documents. 

The tenders shall be prepared and submitted in accordance with the public invitation and the Tender Documents.

Tenders with variants are not permitted. 

TIME, PLACE AND TENDER SUBMISSION METHOD: Tenders shall be submitted in accordance with or on original forms contained in the Tender Documents with all the required evidence anticipated by the Tender Documents.

The tender shall be developed in the manner defined by the Tender Documents and submitted in a closed and sealed envelope, labelled with: ‘Tender for the Public Procurement of Services – Potential assessment and indentification of new business oportunities for improving of portfolio and achieving of business sustainability for EPS by creating long-term financing strategy and investment program optimization with respect to EU regulations – Public Procurement № 43/11/DSI – DO NOT OPEN’, in person to the Employer’s records division or via registered mail, within 30 (thirty) days as of the publishing of the public invitation in the ‘Official Gazette RS’, by 10.00 hrs at the latest on the last day of the defined period, to the following address:

The exact name and address of the tenderer, its phone number, as well as the first and last name of the authorised contact person shall be indicated on the back of the envelope. 

Tenders received and sealed with the public procurement seal upon their receipt at the Employer’s records division, by 10.00 hrs, on the last day of the tender submission period shall be deemed as timely, regardless of their submission method. Untimely tenders shall not be considered and they will be returned to the tenderer unopened.

In the case that the last tender submission date falls on a non-working day (Saturday or Sunday) or on the state or religious holiday being a non-working day, the last tender submission date shall be the next working day. 

The tender, with the required documents and evidence, may be submitted by registered mail or delivered in person to the Employer’s records division.

The tender shall be valid at least 90 days as of tender opening. 

TENDER OPENING: Tender opening shall be public. The Public Procurement Committee (hereinafter: ‘the Committee’) shall open the tenders at 10.15 hrs, within 30 (thirty) days as of the publishing of the public invitation in the ‘Official Gazette RS’ at the premises of the Public Enterprise ‘Electric Power Industry of Serbia’, Belgrade, Balkanska Str. № 13, 8th floor meeting room.

The tenderer’s authorised representative shall deliver a written authorisation issued on the tenderer’s letterhead, filed, sealed and signed by the authorised person of the tenderer to the Public Procurement Committee prior to tender opening. 

The Employer shall within 3 days as of the tender opening procedure finalisation send by mail or e-mail the tender opening minutes to the tenderers.

DECISION ADOPTION DEADLINE: The Employer shall make the decision on the selection of the most eligible tender within the period not longer than 60 (sixty) days as of the tender opening. 

Tenderers shall be notified about this decision in accordance with the Public Procurement Act.

NEW SERVICES ANNOUNCEMENT: The Employer announces possible application of Article 24 para. 1 point 8 of the Public Procurement Act, for the procurement of new services under the negotiated procedure without prior publishing of the public invitation.
