Who sets the rules for obtaining energy efficiency subsidies and how?
, NewsThe Ministry of Mining and Energy has launched the National Program for Energy Rehabilitation of Residential Buildings, Family Houses and Apartments during 2021. 67 units of local self-governments are participating in the first pilot program, including the City of Belgrade.
What was unusual for many, and what Biznis.rs recently wrote about, is the situation where only half of one Belgrade municipality has the right to apply for subsidies, and the other half – no.
Namely, in Belgrade, subsidies for energy efficiency of houses and apartments are currently shared by only one municipality – Palilula, until February 18. However, only citizens living on the right bank of the Danube have the right to apply for them. Residents of Palilula who do not have houses and apartments on Bulevar kralja Aleksandra, Takovska, Vojvode Dobrnjaca, Poenkareova, Bulevar despota Stefana, Cvijićeva and Rooseveltova streets, currently do not have the opportunity to purchase carpentry with the financial support of the state and local self-government.
“The agreement between the local self-government units and the Ministry of Mining and Energy was signed on June 25, 2021. “After signing the contract, all local self-government units were obliged to adopt the Rulebook on co-financing energy rehabilitation measures,” the relevant ministry explained in response to a question from our portal whether the Palilula case is a regular practice or an isolated case.
As they emphasized, all units of local self-governments (participants in the program) adopted at the sessions of the city council, municipal council, municipal assembly or city assembly the mentioned rulebook which independently regulates:
- The goal of implementing measures
- Measures co-financed
- Closer conditions for the distribution and use of funds,
- Participants in the implementation of measures,
- The manner of their participation and role,
- Ways of providing financial resources,
- Percentage of co-financing,
- Ways and conditions of applying for a public competition
- Criteria for selection of economic entities
- Ways and conditions of applying for a public competition
- Criteria for selection of citizens (households)
- implementation monitoring and reporting
“At the session of the City Council held on September 15 last year, the City of Belgrade adopted the Rulebook on co-financing energy remediation measures, which, as mentioned above, independently regulated the rules on co-financing energy remediation measures,” our interlocutors from the ministry emphasized.
The Ministry of Mining and Energy will announce a new public call for local self-government units to participate in the National Program for Energy Rehabilitation of Residential Buildings, Family Houses and Apartments, which will last for a month.
All units of local self-government and city municipalities in the Republic of Serbia have the right to participate. Also, residents of underdeveloped municipalities in Serbia, as it was emphasized, will be able to count on a smaller share from their own pocket than half of the investment.
As a reminder, the Municipality of Palilula offers subsidies in the total amount of 20 million dinars to some of its residents for facade carpentry. When asked for more details about the subsidies, which we sent to this municipality on January 28, we did not receive any answers until this text was published, Biznis reports.
